El Segundo Police Department (ESPD) is pleased to announce the promotion of Carlos Mendoza to Police Captain!
Carlos Mendoza was hired with the ESPD in June 1990. After graduation from the LA County Sheriff’s Academy, he was first assigned to the patrol division, later as an undercover officer at LAX airport, a motorcycle officer, and a detective working major narcotics, forgery/fraud, and eventually crimes against persons.
In 1993 Carlos was assigned for seven years as an undercover agent to the U.S. Customs Omega Task Force. At this task force, he was the undercover officer in over 500 major narcotic and money laundering operations. In 1998, the Omega Task Force was responsible for Operation Casablanca which was the largest money laundering investigation in United States history. After leaving the task force Carlos stayed on with the Investigative Division where he was assigned first to work forgery cases and later crimes against person cases. He promoted to Sergeant in June 2000 and was assigned to the Patrol Division, Administrative Division and finally he became the Investigative Division supervisor.
Carlos was promoted to Lieutenant in January 2007. As a Lieutenant, Carlos has been assigned as a Watch Commander, Commander of the Communications Division, and Commander of the Special Operations Division. Since October 2012 he has been assigned as a Deputy Director at LA IMPACT where he has overseen numerous enforcement teams and a Drug Endangered Children (DEC) team. LA IMPACT is the largest narcotics task force in the country and is responsible for the seizure of thousands of pounds of narcotics in the Los Angeles region and the seizure of millions of dollar of narcotics proceeds.
Carlos was also an 18-year member of the ESPD SWAT team with the last assignment being the team Commander along with being the Commander of the Crisis Negotiation Team.
