Greg Carpenter, City Manager
The City of El Segundo employs more than 240 employees and has a budget of $115 million. Before being named City Manager of his hometown in March 2012, Greg was the City’s Director of Planning and Building Safety since 2008. El Segundo is part of the vibrant, South Bay hub for business that was recently named LA County’s Most Business-Friendly City. Home to numerous Fortune 500 companies, El Segundo also has a reputation as one of the best places to work, live, and play.
Prior to the City of El Segundo, Greg worked 18 years for the City of Long Beach and two years in Lawndale. Greg is also a member of the South Bay Cities Council of Governments (SBCCOG), Government Council Affairs, and Chair of the Independent City Association (ICA) City Manager Task Force Committee.
Greg holds a bachelor’s degree in geography and a master’s degree in public administration from California State University, Long Beach. Greg was born and raised in El Segundo and is still a resident. He has been married to his high school sweetheart for the past 30 years. They have two grown sons.

Bill Whalen, Chief of Police
Chief Whalen leads all Police Department operations. He is responsible for the community’s high-level of service, growing successful public safety outreach programs, and providing an important perspective on the City’s executive team. Charles Mallory, Director of Information Systems
Mr. Mallory has more than 20 years of management experience in the Information Technology field. Prior career positions include 10 years with the Port of Long Beach as the Assistant Director of Information Management, 3 years with California State University, Los Angeles (CSULA) as Director of Information Systems Infrastructure, and 7 years with American Medical Response (AMR) as a Regional Information Systems Director. He has managed all aspects of IT operations and ultimately has been responsible for providing technology expertise and ensuring that technology users receive the highest level of customer service through continuous service improvement. Chris Donovan, Fire Chief
Fire Chief Chris Donovan is approaching 30 years of professional fire service experience following two-years of civilian fire prevention experience. He has held the rank of Firefighter, Firefighter/Paramedic, Captain and Battalion Chief. He has been a Fire Chief for over 12 years and is the most senior member of the Los Angeles Area Fire Chiefs Association (LAAFCA), a group comprised of the fire chiefs from the 30 local fire departments within the region. Chris has served on the Executive Board of LAAFCA for 10 years, has served as a Board Member of the Los Angeles Region Interoperable Communications System (LA-RICS) for over five years and is a liaison for the LAAFCA Regional Training Group (RTG). Joe Lillio, Director of Finance
Joe has over 20 years of finance experience in both the private and public sectors. He brings extensive experience in strategic planning, budgeting, financial management, and enhancing organizational efficiency and effectiveness through streamlining and improving processes, evaluating departmental policies and procedures, and implementing technology solutions. Ken Berkman, Director of Public Works
Ken Berkman has over 25 years of public works and engineering experience. He has a BS in Civil Engineering from the University of Maryland and has been a California licensed civil engineer for the past 23 years. Ken brings a valuable blend of experience working in the public and private sectors, including LA County, Culver City, and Agoura Hills, as well as Turner Construction, Parsons Corporation, and Psomas. Mark Herbert, Interim Library Director
Mark Herbert, a native Californian, has been with the City of El Segundo as Senior Librarian in the Library’s Support Services Division and is currently Interim Library Director. Mark has a Bachelor’s Degree in Social Sciences from Cal Poly, San Luis Obispo, and a Master’s Degree in Library and Information Sciences from Cal State San Jose. Read more
Meredith Petit, Director of Recreation & Parks
Meredith came to the City of El Segundo in August 2010 as the Recreation Superintendent managing the programs and facilities of the Recreation Division in the Recreation and Parks Department. Promoted to Director in June 2014, Meredith is now responsible for a department comprised of 24 full-time employees and over 120 part-time and seasonal employees who provide a variety of programs and services to the El Segundo community, including managing the landscape and tree maintenance throughout the city, organizing and implementing hundreds of recreational programs and special events, providing transportation services to seniors, and producing creative programs on El Segundo TV. Sam Lee, Director of Planning & Building Safety
Sam Lee is the Planning and Building Safety (PBS) director. He leads the PBS department of approximately 20 staff members that oversee the city’s current/advanced planning, development entitlements, and construction permitting for most physical developments in the city. Read more
